What would a classical republican do with a controversial gate?

The Robald gate controversy (gategate?) rages on with no resolution in sight. So what is the solution? The classical republican might say something along the lines of "public road? public decides." Since the citizens at the center of the gate controversy do not own the road it is not up to them to decide whether or not a gate can be erected on it, even if it is only at certain times. Which is of course why they went to the city council. The city council approved a sort of temporary gate but that clearly is not what many in the community desire.
Therefore, to resolve this relatively minor issue in a republican way, all tax payers should convene at city hall sometime in the future and cast their vote for or against the gate policy as it now stands. The vote should be yes to the current gate policy or no, remove the gate completely. The vote should be one day and results delivered that night or next morning.
I don't know if this is the way things are normally handled but it seems the most reasonable to me. And of course if the voice of the citizens require the removal of the gate, then the police department might post officers in visible locations to deter the type of driving that raised the concern in the first place. This has been effectively done in other parts of the city and with great effect.
What do you think?
